The project is developed based on the main function of two buildings: the Inter-municipal Archive of Gjilan and its administration. The two volumes, physically separated and cubic in shape with regular geometry, represent the functional clarity and security required for an archive. Their compact form is emphasized by connecting elements – such as bridges and emergency stairs – which serve both buildings.

The volumes are visually connected through decorative aluminum profiles, which create a compositional harmony between them. The emergency stairs, painted yellow, provide a vivid contrast to the monochromatic facade, giving the ensemble a contemporary and distinctive identity.
